Try running the truck w/out the guts of the valve just to check the issues. Or break each line at different intervals in the circuit to see basically where the problem lies. If the truck drops the secondary cylinders ok, then it should drop the FFL cylinder.
The problem, as you stated, was in the FFL cylinder, so my guess is that it would be at the bottom of the FFL cylinder.
