You will also have to also push the line contactor in to get the wheels to spin. The one that closes when the key switch is turned on. Sounds like your #1 is shorted. If you push the line contactor and just one of the F or R contactors, without touching the 1A, and it runs, that proves the #1 rec is shorted.
