First of all the truck has a base capacity of 15,000#, not 18,000#.
If you can tilt a load but not lift it, I would assume that all of the hydraulic functions are working properly. It sounds to me like the lift cylinder packing has disintegrated and the hydraulic fluid is dumping back to the tank.
