Most TCM lift cylinder that I have seen do not create external leaks. They usually leak internally and that is why the have a hose attached to the top of the cylinder which returns oil to the tank. However if it has properly repacked there should be no oil there. The easiest way to tell is to remove the hoses and lift the mast to full elevation and hold pressure on it. There should be kn oil coming out of the fittings. If there is then you have internal leakage in the cylinder.
If nothing comes out then the problem is in the control valve. To
