Install a pressure guage in the 1/8 BSP tap port of the regulator with the coolant at operating temperature and see that the pressure holds at 4.6 - 4.8 psig for 1 min. While this is being done also, see what the PC says the pressure is. You may have one of the two reliefs in the throttle body gummed up and not sealing.
