Maybe I am off base but your 24 volt battery should produce 2.1 volts per cell (no load & at ambient temps of about 80F) or total of 25.2 volts. When you say you found 22.5 volts on the battery (with load) that equals 1.87 volts per cell. This is approaching under voltage situation.
