hey i found the problem, a defective reversing switch. If anyone else has any other ideas that might cause this same problem please let me know.

"Unicarriers - it would have to be for a dual fuel unit also. Usually a bad cam or crankshaft sensor will throw a E-27 or a E-28 code on the dash panel... If it does not light up and the bulb is bad then it will not start also."
