The torque converter should reach stall at approximately the max. torque rating speed (rpm) of the engine. That should be some where around 1500-1600 rpm. If the engine speed is above that and close to the governed speed of 220 rpm (as Ed T stated) and the wheels are spinning then you have an issue in the converter.
