The spacer installed inside the lift cylinder will only limit the forward tilt. On later models they also installed spacers between the clevis end and the cylinder to limit the backward tilt. Not showing anything on this model that would limit backward tilt. This lift came with about twenty options for the tilt cylinder stroke. Have you had the cylinder apart? Someone may have installed the spacer wrong inside the cylinder.
