The switch you see by the steer column is the nuetral safety switch. If this has failed the lift would not start. Since you have a mechanical linkage for shifting, does everything move when you shift the lever. Make sure the arm on the transmission is still connected. If everything looks fine then I would say something has broken or come loose inside the valve body.
