What you are describing sounds like low battery , have you charged the battery and checked water in battery ?
If you have a digital meter plug it into cables on battery red to positive black to negative then try to raise I'm assuming it is 24 volt system if so you should not have more than 3 volt drop. also could be faulty lift pot
