seeing you changed the steer control
id pull that motor and pay close attention to the pinion
esp on the shaft
take the allen out
if it seems loose when you 1st try to loosen the allen, the motor shaft might be stripped
pull the gear and see if it ground a channel into the shaft thats allowing the motor shaft to spin independent of the pinion

like i said i had a raymond shear the keyway and do exactly that
though i forget the exact symptoms since it was a few years ago
but i believe they were similar to yours
