it depends on what mode your travel direction is in.
front to rear travel, side mode travel and crab steer mode which lets you turn in a circle in place.
crab and side mode the wheels turn in the same direction
when your in normal travel mode (front to rear) both outrigger wheels do run opposing each other but because they are mounted opposite they turn in the same direction.
each wheel has a position sensor on them so the hydraulics will know how to divert the fluid to each motor so they will turn correct direction.

what mode is your steer/travel in?
i would check the sensors and make sure they are working. they have small orange led lights on them so when they are activated the light is on. They are magnetic so if something metal/steel gets in front of it they turn on.
I would start there...

Update:
after checking a bit i thought you may be needing to know where these sensors are located. In an older manual i looked at they are all located in the front left outrigger wheel, it shows 3 of them in different positions around the outside of the wheel linkage that turns the wheel to the different positions. You will also find 2 sensors on the rear steer wheel as well but i do believe your issue may be in the outrigger wheel on the left front. There should be a cover plate to access them.
