Take both wires going to the key switch and connect on the same screw and see if the lift will operate. Make sure to push the disconnect switch first so that you have no power going anywhere. Once wires are connected on same screw, pull out the disconnect. If lift operates replace swtch. Where are you getting 8 volts? Make sure all connects at the disconnect switch are good and tight. Serial number would help. Good luck.
