it is on prior to command, most likely because the dead man switch are bypassed.

do not know prior history of the machine as it was sold like this at auction.

i don't understand why it is not getting any flow past check valves on mast. it gets fluid up to the check valve. I have not checked pressure or flow up there but it comes out pretty good. Seems to me that it should be ready and waiting with hydraulic pressure and whne you press tilt or reach the solenoid should react to allow the fluid to activate cylinder.

I don't believe these have proportional valves on them as they are extend retract, no speed regulation like your lift or your drive motors would have.
