A RC3000 series with battery voltage under 36V static is clearly a battery issue, the battery needs to be extracted and tested, maybe low on water levels, may have a weak/ shorted cell(s), or sulfated, or if you can decode the serial number on the battery you can verify its age. Typically batteries are rated for 5 yrs of service with conventional charging habits :)
