There is no such voltage as 208 single phase. That is a 3 phase voltage.
If you do have single phase then it is either 220 or 240. You can not rewire a 3 phase charger to work on single phase.
You will need to purchase a single phase charger. They are harder to come by but if you call a battery shop they should have one and will probably offer you some kind of trade.
