I've only ever replaced one encoder bearing on a 7FBMF & that was due to the wire being damaged where the bearing spun in the housing.

You 100% sure it's the encoder bearing?

Parking brake release cylinder not mechanically stuck on? There is a emergency manual release on the end of the cylinder.

Be warned that jacking both front wheels clear of the floor will allow the front wheels to rotate even with the parking brake applied! A quirk of the 7FBMF.
