Propane leaking into radiator

When i turn the key and the pressure regulator solenoid opens water gushes out of the radiator with the cap removed. If I unplug the solenoid no water comes out or bubbles.
Is the diaphragm ruptured?
Should I rebuild the pressure regulator or buy a new one?

this unit has an all in one vaporizer yes?
the component where the coolant hoses go through is the problem so yes replace it.
you can rebuild it if you like but the cost of rebuilding over replacement is where you loose and you also run the risk of doing it wrong and causing other problems.
replacement with a reman one if available or a new one is your best bet.
