Problems w/ fork positioner on Cat/Mitsubishi

I can't get the forks to open and shut at the same time. It is like they are straining. I put a new seal kit on the right side cylinder and that did not solve problem. I checked the spool on the valve and that seems to be fine. I swapped the top solonoid but not the bottom. There is a valve mounted in between the mast. Could that be the problem? I really need some ideas, I am stumped.

I forgot to add the model is a P33000. The forks always work at the same time. I checked the valve between the mast and it seems to be fine. Is there some speacial oriantation that it has to be. It is like a little 2 piece spool that latches with a spring in the middle and a spring on each end.
