Power steering pump issues

Hey fellas. I've got a Toyota 7FBCU30 and the power steering pump quit running on me. It's an EHPS system and I've pulled the controller and tested it and swapped it for a working unit and the pump still will not run.

I cannot find anywhere in my manual that shows me how this system operates. There's a steering sensor on the steering column I'm guessing is what tells the pump to run but I have cannot find out how to test it.

I have forklifts with both styles. Fhps and ehps. The ehps ones the pump only runs if you move the steering wheel where as the fhps ones run if the lift is in forward or reverse.

Any advice on how to test it or fix it would be appreciated.

Have you put a volt meter on the motor leads? That is where I would start.
