yeah there is always that pesky wire harness in the handle, always seems to break wires at the base where it pivots. Don't know why i didn't think of mentioning that but had to start somewhere.

this is a pallet jack. there is a switch at the top of the lift linkage stroke to shut off the pump power when all the way up. the arm on the switch can get bent, and the switch itself can go bad. locate that switch under the cover, and check by jumpering the wires. do not leave the wires jumpered as you will damage other components. Or better yet, get a crown tech to check it out, as you can get hurt trying to work a jumper wire while the truck may lift.
Do you hear any clicking when you press the up button? Could be a faulty solenoid.
also check and make sure it is not in lift lockout due to low battery.
Look for a discconet wire in the solenoids valves
Moves frount and back all selonods and pump looks very new.just no up and down?
