No start

Nissan AF 30
Model# CPHO1A15V
Engine model# MAP1F1A15LV/DV
It has spark, fuel, air, and compression..
it turns over but will not start. Why?
New points(set at.017), condenser and coil.
Rotor and cap are good.
Getting fuel to lock off...applied vacuum to lock off and fuel flows past lock off...checked vacuum line to lock off and is good.
Fuel is getting to the mixer.
I removed the mixer and disassembled it and cleaned it and reinstalled....seems to be working properly...unsure about adjustable settings whether correct or not.
Also unsure where the timing is supposed to be..
I am at wit's end and am struggling to figure out the reason it won't start up and run.
Please help
