No forward or reverse

I have a 2013 Hyster 60 Fortis with a Yanmar engine ,and it is not going forward or reverse, have a code 523860-4 for the brake pedal sensor come up. Replaced the sensor and the code is still there went through the maintenance manual and went step by step in the process of elimination and it pointed at the controller was bad. Talk to the dealer and they mentioned they very seldom go out.Rechecked my steps and got the same results. What else the vehicle is doing is it does go into gear when I step on the brake pedal and then it moves forward and reverse but only when pressing on the brakes hard, as soon as i release, it kicks out of gear and wont move. Thanks for the help
