NO ARM CONTACTOR FOR RIGHT TRACTION MOTOR

I HAVE LINDE E16C sn 335J12007016 /1998 DC. The contactor for the right traction motor doesnot armed either to front or back direction. I have voltage of 28V on the contactor but is not getting 48v after pedal direction pressing as the left contactor do. Any idea from somebody or have any one service manual
