massive help needed

I've brought in mechanics to check out the machine and they can't seem to find out this problem. Can anyone please help? When you drive to your next location and try to plug the machine backwards for it to stop, it doesn't work and vise versa backwards to forwards.
If your driving with it and make a turn or need to slow down and the throttle toggle goes back to neutral then you need to proceed again something doesn't engage to get the machine moving, but if you let it stand for 20 seconds or so, it then begins to move. Has anyone ever heard of this problem?

Check all contact assemblies for proper movement. Make sure your tips are clean.

1 - Make sure there is more than 100,000 ohms resistance from the frame to each of the power cables with the battery disconnected. If not, disconnect the drive motor and see if that is what has the ground.
2 - bad K2 plugging relay
3 - bad rec #1
4 - deteriorated scr # 1, 2, or 3
5 - control card problems

What kind of mechanics were these and how much did they charge?
