Lowering and tilt problem

Have a FGU15 with SAS system. Replaced the alt and battery after driver had been jumping it all week. Found 80amp fuse blown, sas fuse, start and ignition fuse blown replaced and got started. Raised mast to lube chains and the damm thing wouldnt come down or tilt. I have sideshift and lift nothing physical in the way as I got it lowered by removing hose. Valve in moves good and full at control valve. It sticks up in both free lift and full lift. I have the engine light on flashing fast but don't think they are related. Any help would be appreciated.
