L232 is a lift error not a steer of error and as Michel says is a joystick fault
So I figured out the L232 code on the Linde forklift.
There is a sensor on the steering wheel column. I just took it off and cleaned for now. It seems to be working okay.

Info about the problem when you key switch on the unit
It will run for almost 3 minutes good condition and suddenly the after a few minutes the unit forklift will be slow running and if u try to key switch off it will stay slow moving wuth error L232 pls help
Also try to replace potentiometer,joy stick left and right still the erro code L232 appearing

I see that you have a good experience with Linde forklift, I have a question and I hope you can help me.
I have a Linde 39X H50D, Model 2005, 2 months ago we started to have L231 and L236 error code sometimes during operation when I'm using joystick to tilt the Mast.
When any of these two error codes appears, joystick stop tilting. When I restart the engine, error disappears for 30-60 minutes then it's coming back again during operation.
Now, randomly, errors appears each 5 or 10 minutes.
I tried sprays to improve connectivity, but it didn't worked.
Please some one advise me, should I buy a new Joystick?
And If yes, do I need a software to learn the new joystick to the system?
I appreciate your soonest reply.

L233, L232 (I understand you misspelled it, there's no L223 error), L237 - they all indicate the problem with additional hydraulics joystick (the further from the seat.)
Replace the joystick (Part No 7919040042 or 41).
L239 is a seat switch.
Check if it works. Check the adjustment (perhaps it is set for too heavy driver). Check the contacts.
Replece if necessary.
If it's random, the error may be caused by the driver.
