Lift rolls down hill

After turning off lift on slight incline, it will start to slowly pulsate down the incline and after a few seconds will go to bottom of hill as if it's in neutral. Seems like brake disk packing inside front drive units bad , also while differential lock engaged sometimes will bogg down engine and shut off

I have a moffett parking brake will not engage check all the Fuses do you don't even have to engage seatbelt unit will move forward or back with parking brake on Can anyone help here thanks

Possibly a flow control valve or spool valve causing the diff lock issues?
