Lift jumps or drops

When the tilt or side shift is moved the lift drops or jumps up I resealed the lift cylinders but found there was no piston packing on the center cylinder just wear rings. second cylinder had bad piston packing. Checked all the solenoids and diodes. When there is weight on forks this jumping is a lot worse.
