Hyster 40 SERIES:
Hyster 45 hard starting when cold

Hello everyone.
I am having a problem with a clients Hyster forklift.
I wish I could give model and serial but they are sun baked off of the data plate and unreadable.
The side says HYSTER 45 and I know it had the GM 2.2L engine.
Currently the problem is that it does not want to start in the mornings without pushing the primer button on the vaporizer.
Now recently the truck was running terribly and would barely idle, hard start, and generally run poorly.
I did what I could but ultimately the carburetor had alot of wear on the throttle plate and the gas valve housing was worn out as well.
I installed a new Impco CA110 carburetor, and Model J vaporizer which are identical to what it had.
I have tested the VFF30 lock off and it is working properly.
The unit runs much better now with a smooth idle and great acceleration.
However in the mornings it refuses to start without me depressing the primer button on the vaporizer and its not even cold temps here at 80 degrees in the morning.
Once it is started and running and warmed up a bit the unit starts fine on its own.
What I have noticed is it seems the fuel is not being pulled into the carburetor. When I take the fuel inlet hose off the carb and put my finger over the carb fuel inlet fitting while cranking I can feel no vacuum. I always thought the model J needed to feel some vacuum at the output to allow for fuel flow.
I am wondering now if the engine has low cranking vacuum in the morning?

I pinched off all vacuum lines to the mixer and intake manifold.
Attached a vacuum gauge to the fuel intake port on this CA110 and I get absolutely no vacuum on the gauge when cranking no matter what position the accelerator pedal is in.
Now this unit will start and run and idle great when I crank and prime it by pushing the primer button on the Model J. It just wont start on it's own without priming.
Seems to me the diaphragm on the top of the mixer is not raising enough to let any fuel flow down the center of the mixer.
This is weird I have never had this much trouble with a mixer before, but usually I'm dealing with a CA100 or CA50 like most older units had.

It really doesn't matter if the pedal is up, down, or midway down.

Are you holding the accelerator pedal to the floor when cranking?
If not, it may be exactly that there is insufficient engine vacuum affecting the vapor valve diaphragm in the J reg.
Older engines that have some accumulated wear will be less able to develop a strong vacuum until the engine has been run a few minutes. This lies in the fact that the piston has not yet expanded and the piston rings are therefore not inflating properly when the engine is stone cold.
Sometimes simply making sure the accelerator pedal is always depressed fully when cranking will make all the difference.
Make sure that there are no vacuum leaks anywhere that will steal the vacuum.
