hydraulic pressure

I have a CAT DP30NT. It had one of the steering lines come undo behind the dash and they continued to drive it for awhile as it poored out hydraulic fluid. When it got back to the shop I fixed the hose with a new clamp and since we did not have a pressure guage they just ordered a new pump. After the pump was installed the forks still moved slow and stopped when it tried to raise to the second tier. It will only go up fully with the accelerator pedal is pressed. So they finally got a pressure gauge so I can checked the pressure. It only read at 150-200psi at idle but when you operated it, it came to almost 500 psi. Way below the cuttoff at 2,632 PSI. I tried to adjust it, but it did not lower or raise the pressure. But I was able to adjust the steering pressure. But if you turn the steering wheel while raising the forks the forks will raise to the highest level.

we are very limited in resources out here in regards to manuals and equipment. So any help would be great. Thanks.
