FCB25A4 WITH CODE 103 AND NO TRAVEL

This truck has an intermittent code 103 with no travel regardless of if the code is active or not. Steering and hydraulics work properly at all times. If anyone has any information on this code and/or a manual it would be greatly appreciated, as this truck has had many hands on it before falling in my lap. Thanks
