Just found this code on our forklift. Then found this post. Went and checked, and found one wire where the insulation was scraped off and another where the wire was broken in the insulation. Manipulated the wires with one hand and started the lift with the other, and it started right up. Thanks for the info!

LPG Lock Off OORL (Out Of Range Low)
has anyone disconnected the LPG lock-off with the truck running? does the LPG lock-off wires have a break from vibration that has broken the wires inside the insulation? (pull/tug the wires and see if there is any stretch to the insulation, which would indicate a broken metal wire section, and replace that section of wire, I see this most often right near the connection to the LPG lock-off on the truck harness side.
