EPS Problem

Hi, I breakdown in electro hydraulic truck nichiyu steering fb15PN50 -300-PSF, NSK EPS module seems to be fine but when you move the steering wheel of the electric motor does not enter the steering, the address is very hard.

Have you tried if the steering motor will work without load from left or right steer?
