Engine does not rev. up normal and hydraulics slow.

Toyota 7FGCU30 - serial # 63935 - year-1992?. Engine will start normal but several times during the day the motor will start to surge. Some times it will smell from the exhaust.( propane fuel is used). It will stop surging and run normal just as quick as it started. We also notice that the hydraulics work very slow compared to a 7FGCU25 that we have. When you step on throttle fast the motor will only come up a little and level out, almost bogging down. If you throttle up when trying to lift a good sized pallet it will stall engine. This has a throttle cable that is used, do not see any wires going to throttle body, only a vacuum line to base below throttle shaft. Motor acts like it has governor. There is a **** at base of throttle body that can be adjusted and is safety wired.

Thank you for responding. The fork lift we just bought used. I looked at the governor and the safety wire did not look original. Played with adjustment and got lift running up good on throttle. Previous owner must have turned it down to slow forklift for some reason. Also found vacuum hose missing from carb base to distributor causing vacuum leak. Thank you again, tdarr.

That **** that is safety wired is the governor adjuster. The governor is mounted under the carb, not a throttle body. It has to be be precisely adjusted to work properly. That is why it is wired after it is adjusted at the factory. Those governors can break and cause the motor not to rev up. You could take the carb off and check to see if the throttle plate in the governor is open. If not, then the governor is bad. The exhaust smell and stalling is probably a different problem with the propane regulator.
