So first thing in the morning, you key up, go through self test, everything is fine. You step on dead man pedal it generates its response, you then engage a travel direction with the joystick and hear the brake release. everything is running smoothly, but after that you feel that it wants to move but it won't. It felt like the brake was seized up so I made an adjustment and tested it. that was not the case. Ive checked motor, brushes, connections, input output, drive tire, load wheels, etc.
The funny thing is that you have to rock it back and forth while steering left to right and vice versa. After that it is fine, no matter how many times you park it and let it sit through the day. But the next morning after it has sat on the charger is when it starts to act up again.
Any ideas?

check the radial ring and relearn the speed stee,r etc.
This lift should have an electric brake.

I've seen strange things cause issues similar to this before ;o)
but yeah i guess de-adjusting the brake may be a first approach, but i think he did say he already did adjust the brake

It passes self test because brake holds real good. Do like what was suggested and loosen brake AFTER self test. Just unscrew 3 nuts but not all the way. Does it move? But what about master cyl? If it wont create pressure you're brake never releases. Common on Raymond. If you hold brake pedal down, can you see plates move and have gap? Start there. Pumping often gets you going when master is failing
Jack it up and secure it. Try driving it the air. Loosen the brake after self test see if moves. Or remove the brake and see if you can move it by hand. You might have a problem in the drive unit.
i know this sounds kind of off the wall but you havn't changed drive tires recently or recoated the floor recently have you?
on the other hand you might want to check the drive motor armature for an open bar set? it could have a bad spot in the armature, it's a long shot but if it stops in the one spot it might cause that. Or double check the brushes and make sure they are not hanging up in the brush holders. Are you getting any excess arc'ing around the brushes?
