of course the one thing i should have suggested first is just letting it dry out
sometimes compressed air still wont get in the right places, you just have to let it air dry out. get a heater and a fan and let it blow on the truck. That might help.

the ETC relays can cause this problem also
ETC23 fault- Throttle sensor or wiring circuit is open or shorted. This malfunction occurs in the relation
between throttle position
sensors 1 and 2.
These sensors are internal to the TPS and are not servicable.
The most common issue causing this error is a broken wire at the TPS harness plug, usually finding the white/orange wire broken.
Also check the EGI relays in the relay box.
You can also try a TPS closed position learn
Turn ignition switch on and off
listen to the TPS and see if it is operating, you should hear it calibrate itself.
you can also try this learn proceedure
key on for 2 secs
key off for 10 secs
key on for 2 secs
this will calibrate the pedal position sensor also to the TPS
Code E-23 is for Throttle Position sensor signal malfunction

check-up cable near connector, cable possibily damage interior.
Broken wire at throttelsensor behind mixer white best of memory ohm fine but if you pull on it just a small amount you feal it strech.I know this is an old post but maybe it will help someone
