Distributor timing and fuel mixture adjustment

Some backstory working on a 4y in 7fgcu25 vehicle had a blown head gasket and valve sealing issues low compression on 3 cylinders
Before I touched it was being worked on by the company that sold the lift to the customer
It chugs while cranking but won't actually run once starter is disengaged got it to run on supplemental fuel after it sat with the fuel in it for a few mins
I found that it does have spark but the wires for the distributor were pinched under the distro and the bolt was not very secure and was moving around I believe the timing is off by a few teeth the company that was working on it previously did a lot of shoddy work and believe this is just one piece of the puzzle also they adjusted the fuel mix with the distributor in this state with a blown head gasket/ valve issues
I have replaced the head gasket and got a valve job done on it it has 3 notches on the crank pulley and 3 marks on the cover I found the info for the three notches on the cover but not the crank pulley if I move the distributor as I'm cranking it goes from trying to start to nothing which leads me to believe the timing is off the fuel vaporizer was replaced recently as well as all ignition components by the previous service company and the customer stated it hasn't really run great since then and got progressively worse over time
I'm not a forklift tech I'm an autotech and I'm trying to get the info for the distributor timing and install as well as fuel mix adjustment any extra advice would be helpful also

Only one mark on crankshaft pulley, ignore the three notches.

You'll find if you line up those three marks with the three marks on the timing cover and remove the distributor cap your rotor arm will not be pointing to #1

Go by the single notch.
