delay in hydraulics

I have about a 10 second delay in all my hyd functions for the first 10 seconds i have 1000 psi full tilt back then it junps up to my relief psi ive been thru the control valve and the flow divider and installed a new pump?????? anybody? also new fluid and filters

Once the system comes to relief pressure- any other symptoms? Does the pressure stay at relief until the truck is shut off? Sounds like a faulty relief valve.
