Creep speed only

This truck originally had a fault code 52 , at times it wouldn't travel, then when it did it was jerky and change direction intermittently. Installed a new encoder bearing, the fault is gone but just creeps Installed a new pot and still just creeps. Could it be a bad encoder bearing or something else. Any help would be greatly appreciated, thank you!!!
