CRanks with none of 4 safety switches connected

Guys, Im struggling, I work on Tractors but do mostly all t/s. but this lift is killing me. its a 2017 but the diagram I have is not accurate. with all the safety switches disconnected it still cranks(tank lock, pressure, seat belt or seat sw) I compared all circuits to a sister, but it seems like the VCM is just allowing this to happen. the VCM and ECM were both swapped to check. Im thinking about calling the harness but I cant be definitive as to where the harness (may) be shorted. and tips would help, I think maybe the VCM has some input that is incorrect, maybe. thanks forklift guys....

I would think by now you have this figured out but some info for you. These units will start with all the mentioned safety switches open or disconnected unless special applications, or customers, like the motor freight companies. There are not usually set up from the factory not to start. The only feature that standardly makes no start is the shift lever.
