Counterweight sits too low for bolt - Hyster H60XM

Anyone ever seen a counterweight sit ok on the hooks but the rear bolt hole is too low for the threads in the frame?
Shims only move it fwd. and back, right? There aren't any shims to raise the rear of the counterweight are there?
