Code E21 dash lights flashing, will not rev up

This forklift has been through a couple shops. They've replaced the propane regulator, checked the wiring. Also I have found a wire disconnected in the engine compartment on the drivers side of the engine next to the alternator it is a blue wire with a red tracer. Does anyone have a wiring diagram? Thinking maybe that could be part of a problem
