Code c28

Somebody help please.
I have no voltage to the red rocker switch.
Almost no Voltage anywhere except at the key switch and where the battery connects to the contactor
I'm only getting 3.5 volts at J5-16
It supposed to be 24volts.
Where can I be losing the voltage?
