code 359

Crown RR5700 giving code 359. I have checked all the test in the PSRT. The only thing is it says should have battery volts at B+ at access 3 supplied by FU 10. From what I am seeing this cannot happen unless contactor below FU 10 comes in?? Any help will be greatly appreciated.
