Caterpiller F30 serial #5DB3829

I have an F30 Caterpiller that works fine on a level floor but fails out on an incline. We bought her used about 4 years ago and she has had this problem sence we had her. I have been trying to figure it out for awhile by replaceing the contactors, Transisters and even the drive board. But still nothing.

The two outside pots adjust the current limit for each motor. If the bypass contactor is closing the accelerator won't be an issue.
