i kinda figured thats what was going on since i've ran across this problem quite a bit and it can be mistaken for other things, even from some of our own guys.
Just remember since you have the inching cable loose you may want to go through the adjustment proceedure and reset the adjustment on that cable just to make sure its right after you reassemble it.

ran pressure test found fwd/rev clutch at 30 -25 psi. removed inching cable and worked the inch/dump valve and it went to 150 psi. Parts are on order. Customer is smiling. Thanks for the great advice.
in addition. if you over tighten the mounting bolts for the inching linkage you can effect the travel of the inching spool. Over tightening the bolts distorts the trans valve and can cause the spool to hang in the bore.
Nothing like alittle insite, good thinking Jplayer, or should I say, good remembering on the bulletin.
before you get carried away with replacing the transmission routine someone already mentioned the inching mechanism.
One common problem these units have had and there is a service bulletin out on this... the inching can affect the drive if that lever/pivot bracket is binding up. (yes the one on top of the transmission the cable hooks to that pushes on the inching spool )
i'd remove the cable and take it off the post and check the o-rings , replace if necessary and lube it up, reassemble it and then recheck. THEN if necessary run pressure checks. IF that lever is binding it will throw your pressure checks off.

Commanly what happens, the forklift is used like a track machine and operaters do alot of pushing of pallots in the forward motion. This will ware out the forward clutch packs and leave the reverse intacted. The only issue I dont understand is, when the machine gets hot, the pressures should drop as oil is bypassed in the packs. But I have seen it both ways, where at cold start, for some reason the oil pressure is not enough to operate the truck. Maybe its a weak trany pump or torque convertor, in which case both for and rev will be affected. Perhaps one direction more than the other due to pack ware.

Never run into any internal transmission issues,have had a few with the inching cable and brackets were binding some causing issues
