Brakes locking up.

This unit is equipped with wet oil-cooled disc brakes made up of a series of plates and friction discs. After applying the brakes and letting off the pedal. the unit will not go forward or reverse. If you open the bleeders at the wheels, and let fluid drip out, sometimes it will release the brakes and travel will return. Why?
