Al 13code is used if the control is loaded with 1.O8 software it is talking about that the motor field has a problem check the connection to the motor fields to make sure they are not loose also the stud inside the motor could have a problem l would pull the motor and have it checked if it checks good re place controller but l seen same problem and it was the fields studs inside the motor hope this helps
Just to be safe, since batteries are new, remove all cables and check each battery for voltage. You state that sometimes it will operate correctly, seems to be a failing connection. Verify all battery connectors are crimped tight and make a good connection. With new batteries you can have a connection problem if not cleaned first. Where the estop switch is at, check all wires and connections are tight. Have seen issues with failed crimps on male slide on connectors. Good Luck

I don't show an AL13 code for this machine, but if it slows down before malfunctioning maybe the battery is involved. Check the battery voltage under normal operations and when the jack starts to slow down.
